Hello, I’m looking for some hiking joggers I can throw on over shorts for cold mornings/evenings and to get through areas of scratchy plants and such.
Ideally they’d be unlined, since I’m looking for more of a light shell than something insulating. Cinch cuffs aren’t absolutely necessary, but would be nice.
I guess what I’m looking for would be something like wind pants?
Ya, you are describing wind pants. Montbell Tachyon pants should be great for that. They’re super light, pack small, and the fabric is really durable. The cuffs can be cinched as well.

For chilly mornings, I love Vuori joggers. They are super comfortable, though I don’t hike in them. They’re a bit on the pricey side, but if you’re looking for comfort, they’re great. For hiking, I prefer my Eddie Bauer Accent pants – durable, comfortable, and they come with a lifetime guarantee.

FYI, I’m looking at these pants from REI. They’re a bit heavier than I wanted, but the full-length zipper is a feature I’d love for easy on-and-off and ventilation.
I have a pair of Patagonia joggers that are pretty similar to what you’re describing. I don’t love the drawstring, and the cuffs are a bit too tight to roll up, but they come with a lifetime repair, which is a big plus.
I have a pair of pull-on Mountain Hardware Chockstone pants that are awesome for this. Not sure if they fit what you’re looking for, but they’re worth considering.
Amazon sells cheap dance pants that hold up really well and weigh next to nothing. They could be an option if you’re looking for something super light.
